Surge Protectors: Does the surge protection still work if you turn it off and keep it plugged in?

So everyone is been writing about energy vampires. You are supposed to plug in your big appliances like tv’s and computers into the surge protector and then unplug it? or just turn the surge off?
if you plug everything into the surge, then turn off the surge protector will it still protect the computer from an energy spike?
Yes the (MOV) metal oxide varistor is wired on the load side of the switch so it will do the same thing weather there is power on or off, it does not require any power to operate at all..
